Granny Flat Cost Perth 2026: Real Prices by Bedroom Count

The short version. In Perth metro right now, a studio ancillary dwelling of 35 to 40 square metres runs $95,000 to $135,000 to build, a one bedroom of 45 to 55 square metres runs $120,000 to $175,000, and a two bedroom of 60 to 70 square metres runs $155,000 to $235,000. On top of the build you need $18,000 to $40,000 for drafting, engineering, energy assessment, permit fees, levies, and service connections. Western Australia caps an ancillary dwelling at 70 square metres of plot ratio area on a lot of 350 square metres or more, which is why three bedroom versions are rare and cost more per square metre, not less. Perth’s sandy soils keep footing costs lower than they are in Melbourne or Sydney. Sewer connection, retaining, and tree retention rules are where Perth budgets quietly blow out.

One of the easiest ways to underestimate granny flat costs in Perth is to start with the build price and work backwards. A client we worked with in Bayswater last year had the whole thing mapped out: two bedrooms, 68 square metres, tucked into the back corner of the block and tenanted by June. He had a builder’s square metre rate, a deposit ready to go, and a spreadsheet that put the total at $168,000. Then the sewer plan came back and showed a Water Corporation main running diagonally through the exact corner he wanted to build in. Moving the building meant a new set of setbacks, a retaining wall he hadn’t costed, and a longer plumbing run. That change added about $14,000 and pushed the project back six weeks. We should have pulled the sewer and services plan before we drew anything. Now we do it on every WA job before the first line goes on paper.

That is the shape of granny flat costing in Perth. The build rate is the easy part and it is reasonably predictable. What moves the total is your lot, your services, and whether your council needs to see a development application before a building permit can be issued. Two houses on the same street can be $30,000 apart on identical plans.

What a Perth granny flat actually costs, by bedroom count

Perth is the cheapest capital city in the country to build a small dwelling in, and most of that advantage is under the ground. Most of the Swan Coastal Plain is Class A sand, which means a straightforward waffle or slab-on-ground footing instead of the deep beams and stiffened rafts that reactive clay demands. Here is where the market sat across Perth metro at the start of 2026, for a single-storey brick veneer or lightweight-clad ancillary dwelling at a standard level of finish.

You are fitting three bedrooms, a bathroom, a kitchen, and a living space into the same 70 square metres the two bedroom uses, so you are paying for more internal walls, more doors, more plumbing, and a tighter fit-out inside a fixed footprint. Most owner-builders we deal with underestimate the front end by about three months. Not the construction. The paperwork, the approvals, and the waiting between them.

Where the money goes, stage by stage

Site investigation and title work: $600 to $2,500

Sewer plan from Water Corporation, a copy of title and any easements, a soil classification, and a survey if levels are unclear. On a flat sand block in Wanneroo you might get away with $600. On a sloping lot in Kalamunda with a bushfire rating and a tree to work around, it is closer to $2,500. This is the cheapest money you will spend and the money that saves the most.

Drafting and documentation: $3,500 to $9,000

Site plan, floor plan, elevations, sections, and the detail a certifier and a builder both need. The spread depends on complexity, not on how nice the drawings look. A rectangular one bedroom on a level lot sits at the bottom. A two bedroom threaded around setbacks, an outdoor living area, and an existing patio sits at the top.

Consultants: $2,200 to $5,500

Structural engineering for footings and tie-downs, an energy assessment against NCC 2025 requirements, and a Bushfire Attack Level assessment if you are in a designated bushfire prone area. Plenty of Perth hills and coastal suburbs are. A BAL-12.5 rating adds little. BAL-29 and above starts adding real dollars to windows, decking, and screening.

Approvals and levies: $2,000 to $5,800

WA charges a certified building permit application at 0.19% of the value of the works with a minimum of $110, plus a Construction Training Fund levy of 0.2% on projects over $20,000, plus a Building Services Levy. On a $180,000 ancillary dwelling that is roughly $340 for the permit application, $360 for the CTF levy, and $162 for the BSL, before your building surveyor’s certificate of design compliance, which typically runs $1,200 to $2,800. If your council also needs a development application, planning fees are calculated at 0.32% of the cost of works in the $50,000 to $500,000 band. Confirm the current figures with your local government before you lock a budget, because they move.

Site works and slab: $18,000 to $35,000

Sand pad, compaction, plumbing under slab, and the slab pour. This is the line item with the widest variation in Perth. Clean level sand with street access is at the bottom. Limestone retaining, a fill pad, or crane and pump access down a narrow side boundary pushes it up fast.

Build to completion: the remaining 65 to 75%

Frame, roof, brickwork or cladding, windows, services, wet areas, and fit-out. Then final inspections and lodging your BA7 Notice of Completion. WA does not require an occupancy permit for a Class 1a dwelling, which trims a step other states carry.

The quotes that look cheap and aren't

Search “granny flats Perth” and you will find turnkey packages advertised at $99,000 and $119,000. Read the footnote. Those figures are a base building on a level, cleared, sand block with street frontage, no retaining, no site works, no service connections, no floor coverings, no paths, no fencing, and no council fees. It is the same move as a car advertised at a drive-away price that turns out to be plus on-road costs. The number is not a lie. It is just not the number you will pay.

The honest way to compare is to ask every supplier for the same exclusion list in writing. Site works. Sewer and water connection. Power connection and any Western Power upgrade. Stormwater and soakwells. Floor coverings. Council and permit fees. Energy compliance items. Once those are priced in, the $99,000 package and the $155,000 package are usually within $15,000 of each other, and the cheaper one often has thinner inclusions. How to hold a Perth budget together

Three things do most of the work. First, get the sewer plan and soil classification before design starts, not after. Our Bayswater client learned that at $14,000 and we learned it alongside him.

Second, design to the R-Codes limits rather than against them. The 70 square metre plot ratio cap, the minimum 350 square metre lot, the setbacks, and the outdoor living area requirement are fixed. Every square metre you try to claw back from them costs you either a variation application or a redesign. Councils in WA can approve larger ancillary dwellings under local planning policy, and a few do, but do not budget on the assumption yours will.

Third, hold a contingency of 10% of the build cost and do not touch it for finishes. Sand blocks are forgiving. Retaining walls, soakwell requirements, Western Power connection upgrades, and tree retention conditions are not.
